In February 1995, the Housing Authority of New Orleans was awarded a HOPE VI grant of approximately $44 million for the comprehensive revitalization of the Desire Housing Development. The Desire Development is an approximately 99-acre site located four miles north of the Central Business District of New Orleans. The US Department of Housing and Urban Development (HUD)-approved and awarded Broadmoor for the design-build contract.
The Revitalization Plan called for the phased demolition of all existing public housing units and the creation of a mixed-income community to include: 425 new multifamily units and 150 single family homes onsite. New infrastructure, recreational facilities, and programs for Community and Support Services, as well as Home Ownership opportunities were part of the overall revitalization program.
Broadmoor, LLC was awarded the contract for the development of the infrastructure and the recreational facilities, including playgrounds, streets, landscaping, and the renovation of the Community Center at the Desire Housing Development, in preparation for the mixed income housing to be developed by two developers selected by the Housing Authority of New Orleans and HUD.
Our design-build team provided master planning for the neighborhood, working with a resident advisory committee and the HUD and HANO boards to develop a workable solution to the blighted housing development. This is a boon to the economic revitalization and neighborhood quality of life in the inner city. Broadmoor delivered this project four months ahead of schedule and exceeded the Small Emerging Business goals for the project by delivering 36% of the projects subcontracting with MBE/DBE participation.
